airpods disconnect and reconnect rapidly and have no sound output on windows 11

I have airpods pro 2nd gen, and they keep making the disconnecting and reconnecting noise when connected to my windows 11 laptop. They also produce no output even though the output is set correctly to the airpods and the volume is not muted. Sometimes they connect but that's rarely, and even then after a while they start to cut out and slowly get worse until the audio is completely distorted.

If the issue persists after going through the steps above, do you by chance have access to another device you can try pairing your AirPods with? If so, does the AirPods disconnect unexpectedly when paired with another device?
