I downloaded the latest update for the MacBook Air and it ran my computer hot, now I cannot agree to the new terms for cloud or update the Apple ID

I went to systems when the new update notification appeared, I began the process of updating my computer. Shortly after doing so the computer became very hot and began making a berating sound. The screen went black and I could not get the computer to respond. I am now getting notifications to agree to the new iCloud Terms and Conditions but cannot do so the app is not responding.

MacBook Air 13″, macOS 14.0

Sign out of AppleID and back in again.
