Based on your description, try the steps below. If you're able to turn the volume down but then it goes back up, an issue with the volume button is a possible explanation. If a button or switch isn't working - Apple Support

Have you tried in Settings, manually move the slider: Adjust the volume on iPhone - Apple Support
Or check the settings for your buttons. You have two options. The volume buttons work differently while listening to things: "When you’re on the phone or listening to songs, movies, or other media, the buttons on the side of iPhone adjust the audio volume. Otherwise, the buttons control the volume for the ringer, alerts, and other sound effects. You can also use Siri to turn the volume up or down."
Or you can lock the volume buttons: "Lock the ringer and alert volumes in Settings
