Stolen iPhone put in aeroplane mode

My iphone was stolen on Saturday night in Manchester by a professional criminal gang. Although protected by face id and passcode, the thieves managed to get into it and put it in aeroplane mode. They have wiped me out by using credit cards, sold shares and crypto currency etc etc. I have spent hours and hours trying to cancel and block things but they have changed passwords so this has been very difficult as the organisations can't verify me. The worst part is they still have my phone and access to all my emails and personal data and Apple say it cannot be wiped until it is connected to a network. Obviously these criminals won't turn it off flight mode. It is my worst nightmare. My wife and children are petrified about their safety as my whole life was on this phone. The police aren't doing anything and seem to be treating it as a stolen phone without taking into account the financial and personal damage and also potential future violation. I am at my wits end and so are all my family whilst this phone is in their hands. How can Apple make it so easy for a thief and not do anything to help me? Please help me. Any advice on what to do will be greatly appreciated.
