"Review Apple ID phone number" seems weird. Is it a hack or a bug?

I was on my Mac PBP M2 running 13.5.2 and got the above notification. I clicked on it, which opened System Settings, and the number listed is my old number, which I know I changed. I clicked on Change Number, and the window it brings up looks quite hacky, see below. I did not fill in my password. Instead, I went to my phone and checked my Apple ID and the correct (new) number is indeed listed, so I was right that I already did update it. The old number that I'm getting a prompt for is not to be found.

Anyone else have this or know what's going on? Thanks.
