Does iPhone NFC support writing NFC cards?

Apple Support (supervisor level) not giving a straight answer. There are NFC-tools apps that allow writing to NFC cards. I've seen them work on Andriod devices. I've installed on my iPhone 12 Pro several of these apps. (My purpose is to program an NFC card to perform a login task on another device.) However, none of the installed apps will read any NFC card on my iPhone. I've confirmed the cards can be read by my iPhone's Shortcuts app, so the cards and the iPhone NFC reader both work. The Apple Support supervisor told me that the problem is with the third party apps. After contacting an app developer whose website directed me to Amazon affiliates selling compatible NFC cards, I read this on one of these seller's pages: "Note: iPhone's NFC function only support apple pay, that doesn't support third party NFC tools app." Is it true that iPhone's NFC capability does not support 3rd party apps? Just looking for a straight answer so I can either make this work or stop trying. Appreciate any help!
