How to downgrade my Mac OS to version 13.9.9

There are no macOS downgrades, and never have been. Upgrades are one-way.
To start over again…
If your Mac originally arrived with macOS 14 Sonoma, that may well be the minimum version supported for that Mac. (I don’t think here are any Sonoma-only Macs yet.)
If the Mac was supported by an older macOS version, wipe it, and re-install an older version of macOS from Recovery, or download an older macOS version while running macOS 14 and use that to build a bootable installer and then boot that installer and use that to wipe and re-install macOS.
If you have a pre-upgrade backup, wipe and restore that. (You cannot restore a backup from newer to older!)
