I just got my new iPhone 15 pro max and I don’t understand why my messages are going thru but not making a sound when my phone is locked. I do not have do not disturb on and it only makes a sound when my phone is unlocked!

The behavior you're describing is consistent with a Focus being enabled.
Make sure you have no Focus enabled, while you did mention Do Not Disturb, check through and make sure none are on:
Turn on or schedule a Focus on iPhone
