Mail being fetched even when set to manual

Hi! Ever since upgrading to iOS 17, my phone has been periodically fetching emails, even though every single email account on my phone is sent to Manual. It doesn’t necessarily happen only when my phone is plugged in – it just happened now when it wasn’t. I know it’s happening because I get the email previews on my home screen for emails I’ve marked as VIP.

Attached, you can see that all my fetch, push, and automatic settings are turned off. (I’ve already turned off Badges – that’s not my issue)

There was another person that had this issue in 2019, and nobody was able to help. Hopefully somebody can now – I have Fetch turned off for a reason!
