I need to download a file as an excel document. however when ever I click on the download button it downloads as a csv file. I know how to export it to excel and I've learnt how to make excel my default to open such files but when trying to download the file it still downloads as a csv. The original file loses a very important part of its functionality during the process.
Is there any way to get my mac to automatically download this file as an excel document?

If you could download Excel files in the past, you should contact the company who is running this site and ask them if / why they have changed something.
Most site owners check how the site is used and delete options that are not used / will make it more complicated for them.
Site owner is the only person who can tell you that.

There is no Download command in Numbers. Since you say you know how to Export I wonder what is it that you're doing for "Download". Is it in Safari? From where?

Safari doesn't do any conversion. It just downloads the file associated with the link you clicked, and clearly you clicked on the link to a CSV file as shown in your image.
Maybe the site where you're getting this from offers different formats for the same file, with different icons side by side. Check carefully the different options.

Unfortunately the site doesn't offer any other options for this file. What I don't understand is why it doesn't offer any other option as I have downloaded excel files from the same site in the past.
