icloud.com not recognizing icloud email I just set up for a child (to set up old iphone)

I'm trying to set up my old iphone 7 for a child after recently purchasing a 14. I created an Apple ID and icloud email for the child as required (after giving parental permission). The code was sent to the email I just set up but when I enter that at icloud.com to try to access the code it says "This Apple ID is not valid or not supported." I just created it and wrote down the email/id and password. I'm pretty sure it is correct. I'm not sure what to do now. Start over? Create a different email/id? If I do, what happens with the first one I created?
