I downloaded a text tone but it only shows up in ringtones so I can’t use it as a text tone

I went into sounds and haptics then text tone then tone store, then searched for loud text tones, downloaded one and set it as text tone default but it only shows up under ringtone. This is the second time this has happened. What step am I doing wrong? This is a iPhone 13 with the current iOS.
