How can I make a FaceTime call while using my cell phone data
Every time I try to make a FaceTime call from my phone I get a message that I need to be on my Wi-Fi. For some reason it won’t let me use my cell phone data from my Internet plan.

If none of the above reasons apply to you, and you still can't make or receive FaceTime calls, follow these steps:
1. Make sure that your device has a Wi-Fi connection to the internet or a cellular-data connection.
* Learn more if you're using router, firewall, or security software that restricts internet access.
2. If you're trying to use FaceTime over cellular, make sure that Use Cellular Data is on for FaceTime. Go to Settings and tap Cellular or tap Mobile Data, then turn on FaceTime. If you're using an iPad, you might see Settings > Cellular Data.
3. Go to Settings > FaceTime and make sure that FaceTime is on.
* If you see "Waiting for Activation," turn FaceTime off and then on again. Learn what to do if you can't activate FaceTime.
* If you don't see the FaceTime setting, make sure that Camera and FaceTime aren't off in Settings > Screen Time > Content & Privacy Restrictions > Allowed Apps.
* Make sure that you have the correct phone number or email address listed.
4. Go to Settings > General > Date & Time and turn on Set Automatically.
5. Restart your device.
6. Update your device to the latest version of iOS or iPadOS.

i was having same problem for days with no clear answer and the problem wasn't solved my carrier was saying everything is clear on it's side same as apple and they were right everything is good on both sides please try my method lets get started
1- add your mobile number to your icloud by going to settings and press on icloud icon at top choose sign-in & security option and then edit and add your mobile number (in your case you will face problem saying your number not available for facetime and iMessage don't panic my firend)
-2 go to Facetime & iMassege and turn it on i will say {your carrier may be charge you for using this service} press ok
-3 it will start saying to you waiting for activation at mose hopefull case scenario you will wait 24 and in this time i should be activated [bad truth it wont] if it didn't activate and it wont activate here is my method kicking in for your facetime and imassege to activate the system make sure number you provided is same number in your phone and it is allowed from your carrier all this method is [automated] no human element happens in it it is done by system and clearly their is a problem in this [automated] method so kindly what you will do the number that used to recive massege from your sim to activate the facetime and imassege is this number (447786205094) so you have to do it your self by typing this number and send normal sms to it [write anything in it dosen't matter we just want the server to see that this is you and validate your number under what criteria they uses] by doing this manual you force the system to skip waiting error because you added the human element and kicked out the automated from the image after you do it just shutdown your mobile and start it again after 20 secounds and here we are problem solved
sorry for being so specific but I am helping you because i was in your shoes and really i got so tired doing it formal way by making carrier team try to fix it and apple team and they couldn't see the problem where it is luckly iam a cybersecurity analyst and network designer my self so i take the problem and start analysing it my self according to information given by both great teams and try to fix it for my self and it did work and here is images to prove the integrity of my method
