Remotely Enabling Find My:

No. You need to enable Find MY on the device only. You cannot do so remotely. This is for privacy purposes. If you could enable this and see your location, then anyone with access could.

No. Find My can only be enamel on the device itself. Enabling remotely is just not an option --Using Cellular, WiFi, Ethernet, or however else.
