How to pay Apple Card balance with WiFi no Cellular on iPhone?

I'm overseas with no cellular data or connection, but I do have WiFi. When I try to pay my Apple card balance, I get the options of using my checking account or apple cash. No matter which I choose, after I double-click and face ID, I get a message saying the Wallet app "could not connect to Apple Pay," which I assume is because I don't have cellular sim connection here. I tried adding a new credit card and making it my "default card," but that doesn't help. Any suggestions? Thanks in advance :)
