I am buying a used laptop MacBook Air 2020 what is “the battery has 46 cycles “ mean is it good or bad ?

It is neither good, or bad. It merely shows how many times the battery has had a complete charge cycle. A charge cycle can be charging from 0-100%, or 50-100% for 2 times (or any similar combination).
