After updating my iPhone 8 to iOS 16.7.1, the pop up message with

Your iPhone has been updated to iOS 16.7.1

Even if I click on the ok button, the pop up does not close.
I cannot restart, receive calls or do anything.
Anyone encountered this? How do I resolve it?

The operative word here is QUICKLY; and try it a couple of times, the timing is a little tricky. If done correctly this will always work unless the phone has a hardware problem.

Yes this is a bit tricky, I keep getting the emergency call screen
