My cracked iPhone 12 mini got wet in a pool the last backup it had was in 2021 I’m wondering if I can still access the data that was on it and transfer it to a new iphone

Yes, you can restore from your last backup in 2021.

You won't be able to get any current data since you didn't back it up.
