Getting Access to the Home Screen:
A. Give Apple a Call:
Being you are having this as an ongoing issue, contact Apple Support. Report back what they say.

- Proceed from there as necessary
- Note: Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through, sure enough.
B. Restore your iPhone from a Backup:
Have any backups of this iPhone prior to this occurrence? If so, restore your iPhone from one that has these photos (the most recent backup, ideally). If not, then take this as a learning experience, knowing to always back up your device for recovery purposes. Note that the backup would need to be of the same iOS as what is currently installed, as downgrading the iOS is not an option for iPhones. Important: Back up you iPhone prior to performing this restoration, should anything go wrong from here on out.

C. Set this Up Anew:
If you cannot get around this, then you'd likely have to reset your iPhone, as if you were to sell it. See if it then works. If you have no concern for loss of data, then just perform this.
