Moved countries. Currently, no subscriptions, and zero balance. And yet I cannot change my location.

Hello! I move from Japan to Azerbaijan two years ago. Tried to update my payments but it didn't let me due to some subscriptions in the process. I waited for over a year for subscriptions to end. Currently, I have no subscriptions and no balances. Still I cannot change my location and therefore pay anything. I went through every step mentioned on this page Change your Apple ID country or region - Apple Support

Any advice?
