I can't link my GCash to my payment method

I can't link my GCash to my payment &shipping. Everytime I check the part of my apple id that says "Payment & Shipping" it says "On File". What does that mean and how can fix it?

Payment method I cant register my gcash as payment method. I always get stock in the last part of registering where it is said successful and will be redirected to the merchant website and i will recive a txt message if it successfully link. It is just loading very long that is why im canceling it

GCash linking to App store Failed. So I’ve been trying to link my GCash (payment method - online wallet) that is an available option in the add payment method of the app store, to no avail. It keeps saying “Failed” and “Please try again later.” But it never works.

I can’t link gcash to my apple ID as a payment method I have already used GCash as my payment method back in 2020 since I bought in game credits but now that I am trying to link it again to buy in iTunes, a message pops up up saying that “The iTunes Store is unable to process purchases at this time. Please try again later.” This has been going on for the past 5 months already and I am so confused why I am unable to link it. I don’t have any remaining balance and I have updated my software to the latest version already. Someone please try to help, if not I will try to contact apple services soon since this is becoming a hassle to my school works.
