Here is how this is supposed to work via AirPlay, and via a cable:

… Use AirPlay to stream video or mirror the screen of your iPhone or iPad - Apple Support

… Connect iPhone to a display with a cable - Apple Support

If clearing that does not work, try a forced-restart:

Force restart iPhone - Apple Support
