Refurbished iPhone 13 isn't in stock?

Are the officially refurbished iPhones ever going to be in stock? Is it one of those things where there's a listing but they just arent in stock. Im trying to get a 128GB refurb in midnight but I don't want to wait for them to come into stock if they arent going to come in stock.
