Swap Memory vs RAM
I have a Macbook Pro m2 with 16GB RAM. I wonder why swap memory used is way bigger than the amount of RAM used. How does this work?

That decision is made by the OS which determines what RAM type usage is indicated. Why it does what it does is a question you'll need to ask the developers.
Swap file usage is temporary as is RAM data storage. Restart and it's flushed.
