Is it normal that after only 35 cycles of count charge the maximum capacity of the battery is 98% ?

Battery charge cycles are irrelevant to battery health unless the cycle count is nearing 1,000 cycles indicating the battery is nearing end of life.
Keep in mind Apple never revealed the Battery Capacity to users prior to macOS 13.x Ventura, so most people don't realize how quickly the Battery Capacity can drop, or that the Battery Capacity can even fluctuate up & down. Just ignore the Battery Capacity until you start to experience battery issues where the battery is no longer working to your expectations. Same thing goes to ignoring the Battery Condition. Just use & enjoy the laptop normally.
