Battery charge cycles are irrelevant unless they are nearing 1,000 cycles.
@leroydouglas is absolutely correct that the Maximum Capacity value fluctuates up & down. Remember, this Maximum Capacity value has only been recently shown within macOS to users so most people have no clue how this value behaves.
My advice is to ignore the battery information until the battery is no longer performing to your expectations when used solely on battery power. Then at that time check the battery's condition to see if it is listed as "Service Recommended" which would indicate it is time to replace the battery. The reason I don't suggest looking at the battery condition before this time is because many people are happy with the battery performance for a long time after the condition may show as "Service Recommended". Normally the "Service Recommended" condition will be triggered once the Maximum Capacity gets between 75% to 80%. It used to be 80%, but I've been finding recent versions of macOS don't seem to be triggering "Service Recommended" as soon, possibly because the values calculated by macOS is off by about 5% these days.
If the battery is not performing to expectations, but the battery condition is "Normal", then it could mean there is a hardware fault with the battery that is more intermittent and only occurs under heavier loads or when the battery is below 20% charge level. This will usually begin to occur when the battery is 3 - 5 years old. This is harder to confirm as a hardware issue since sometimes software issues can play a part in making the system work harder than it needs so it lowers the battery runtime due to the extra load. You can also try running the Apple Diagnostics to see if any hardware issues are detected. Sometimes the diagnostic may detected a battery hardware failure.

It is not to say with Optimize battery charging the % maximum capacity can increase over time...
ex. BHM notice ~1 yr: the Battery health has increased over time see col.2, battery cycles col.5
