Can I unlock my iPhone ?
I'm trying to transfer my number from T-Mobile to ANUTHER carrier but they don't want to unlock my device or port my number back over
iPhone 12 Pro Max, iOS 16

Apple would not be involved with this in any way.
Your first task is to get T-Mobile to release the lock on your phone. Depending on your agreement with T-Mobile, they may be under no obligation to do this.
Bottom line......Only T-Mobile can release the lock on the phone. No one else can do this.
