My photo shuffle isn’t working
It states my photo shuffling will work when photos are done. I have rest my phone back to new and everything.

If you recently restored your device as a new device, you may need to give the iPhone an opportunity to finish loading any information that is being restored from iCloud, including your photos.
Depending on the size of the backup and the network speed, the progress bar might need a few minutes to an hour to complete. If you disconnect from Wi-Fi too soon, the progress will pause until you reconnect.
