I want to use Photo Shuffle in wallpaper settings. I choose Album option and select album with 4000 photos. But iPhone takes only 16 photos from album and uses these 16 photos for wallpaper. I expect that all 4000 photos should used. How can I setup photo shuffle from all photos in album?

It is currently not possible. When we select an album for the photo shuffle, Photos is picking some of the photos , where it can find interesting objects and crops the selected photos centered around the object, then stores a copy for the photo shuffle. For example, landscape photos will be cropped to Portrait aspect ratio. This would need a lot of extra storage for 3000 photos.
