WRONG LOCATION ON IPHONE 13 pro

it started on last week when i tried to use grindr or to order some food and i couldnt cause for some reason i was in a different city and thats what the gps and location and maps showed me

ive tried everything, ive tried turning the location services on and off. ive tried turning the precise location on and off i even reset all my location and privacy settings multiple times and restarted my device. i did everything ive read online but none of it worked. my phone is updated and im not using a vpn. my timezone is set to automatically. please help.
