What is shown as artist in mp3 file properties in windows, is shown as authors in netinfo of Mac OS. Many sites use their site name as authors in get info. In music app os macOS netinfo, author is shown as artist. I can change artist there. But in finder file maintains old one only as author. How to change metadata of mp3 in macOS Ventura so that file get info shows changed one.

You would have to tell macOS to re-import the metadata for that file after you made changes. I don't think it makes any attempt to reindex when you make changes. I don't think there is anything watching for changes.
I can't tell you how to do that, but maybe someone here knows. Or, search the internet.
