Hello, you have an iPhone XR, and it was purchased with too little internal storage for the current usage requirements.
You wish to resolve this internal storage limitation without performing a reset. (Good news here about factory resets too, as a factory reset generally won’t cure this. App data cached locally will generally re-download as the apps are used after the reset, for instance. There’s a reason folks were not suggesting that.)
As an aside, if you are seeking to avoid performing the factory reset—which again, only very rarely helps with inadequate storage—because of a lack of backups, that’s another issue, as the data here is one drop, one dunk, or one loss or theft, away from catastrophic data loss.
Your options here are to offload more of the contents and apps (as was linked), or to migrate more of the local content to iCloud (as was linked), or to replace this iPhone with an iPhone with a capacity better suited for your current and likely future storage usage (as was linked). Your app usage is comparatively large for the capacity of your iPhone too; lots of apps, or some very large apps, or both.
An iPhone with too little storage for current expectations will usually need ongoing management, or alternatively needs reduced app and storage expectations.
