Video/Podcast playing but sound is muted for 1 second every ~8 seconds

This is an iphone 8Plus running iOS 16.7.1 but the problem has been intermittent for years over many version of iOS.

When I am listening to Spotify or watching YouTube, occasionally my sound will drop for about 1 second every 8 seconds or so. The video or spotify continues to play during the muted period, so I miss what people were saying, very annoying.

Once this pattern begins, it does not rectify itself. I can close the app, restart the phone, and STILL the problem will persist. The only way I have found to solve the issue is to turn the phone off for an extended period of time (10+ minutes) and then try again. Sometimes the problem is still there, sometimes it is fixed.
