No emoji's in Outlook

I used to be able to insert emoji's in Outlook emails by pressing the fn key twice (it also started dictation, but whatever). Now -- no emoji's. Apple says you can insert emoji's using fn + e but that doesn't work either. Finally, the add emoji choice in the outlook drop down menu doesn't work any more. What's going on?
