The U.S. Government has a website "where you can report fraud, scams, and bad business practices."

"Your report is shared with more than 2,800 law enforcers. We can't resolve your individual report, but we use reports to investigate and bring cases against fraud, scams, and bad business practices."
But many phone scammers and Internet scammers operate from outside the United States – presumably, in part to make it more difficult for authorities to track them down. My impression is that some places have buildings packed full of phone/Internet scammers who are organized as if their criminal enterprise were a legitimate business.
So even if you report scams, you've got to stay on your toes.
