Can you stop scammers from calling me

No one can stop them for you. You can use your carriers block features/services (they usually offer a free basic version and a more premium one you have to pay for). You can also try any of the blocking apps available (most will require a fee for more advanced service). But no guarantee that it will stop all scammers from getting through. Unfortunately this is the world we are in

Blocking Out Spammers:

Use Malwarebytes Mobile Security. The free version blocks popups. The paid version blocks out known spam numbers on its would, and, on top of that, lets you report them, so Malwaretybtes So, consider using it. Reporting Spam to the Government:

I authored a user tip that describes how to perform this. Do as I've Instructed on it, and you’d be Good from there: Using the Photos App to Report Scams - User Tip

Try the silence unknown callers. This will send anyone who is not in your contact list to voicemail automatically. Then you can screen the call if needed.
