How are you editing the RAW photos? Are you using the Photos.app on an iPhone or iPad? Then this is the expected behaviour. You would need to use a third-party app that supports RAW editing, for example Pixelmator or Affinity photos or Photoshop to edit the RAW files without loosing resolution.
The Photos.app is just using the embedded JPEG preview , when you edit a RAW photos on the iOS devices, and the embedded previews are usually smaller than the original.
