Is two powered hubs better than one

My setup  requires 6 USB -A ports and one Thunderbolt Port. The new Mac Mini I’m looking at has only two USB-A Ports and two Thunderbolt ports.

My thought is to employ one or more powered USB 3.0 Hubs.

My question is it better to connect one powered 4 port hub to each of the USB-A ports or connect one 7 port powered hub to just one USB-A port?

well like unpowered hubs share the power the port is able to output

then all hubs share bandwidth between the connected devices

so one can benefit from having more than 1 big hub
