If you lost your iPhone the first thing you have to do is to mark as lost login in your iCloud account from another Apple device in Find My or a PC, that will remove your cards in wallet

Remember that as long as you do not remove your iPhone from your account nobody can erase and make it theirs resetting the iPhone as a new phone, they will always need your Apple ID password and code if you set the two-factor authentication
