Shortcut to turn on /off location services

How can I make a shortcut to toggle on/off Location Services? I made a command to open location services but I cant figure out how to make a shortcut to toggle the option on/off. Here is the code I used:

In the Apple Shortcuts I created new shortcut

then Add action

"Open URL" (with Safari icon)

In URL: "prefs:root=Privacy&path=LOCATION/LOCATION_SERVICES"
