No. There should be no instance where this is required. There is nowhere to see this, and neither the users nor merchants can see this full number. So there is no where you would need to use it, nor anywhere for anyone to see it and compare it.

You cannot. Only the last 4 numbers are available and only those 4 numbers can ever be seen by any merchant. The NYC Transit system has no access to the full number either, so there's no reason to ask for it, since they would not be able to compare it to anything even if you did provide that.
Whatever they are asking for, the full device number is not it.
Again, there is no way to get this, and no way for anybody to see this full number anywhere not even the merchants that may be asking for it.
