I am trying to open files I have downloaded and they will not open. Specifically, I am trying to open up a pdf from a trusted source and it will not open. I get no messages or warnings

In the Info pane for the problem PDF file make sure Preview is listed as the Default App.
Also open Preview and see if you can open it via the File ➙ Open menu.
Are they in your Downloads folder?
Can you drag & drop the PDF on Preview's or Acrobat Reader;s icon?
Do a Get Info on one, what rights are shown?
Either open Applications folder or run Preview & look for the icon in the Dock.
Are they in your Downloads folder? YES. IT LOOKS LIKE THEY WANT TO OPEN BUT THEY WON'T

Do a Get Info on one, what rights are shown? I DON'T SEE ANYTHING REGARDING "RIGHTS" WHEN I GO TO "GET INFO". WILL YOU PLEASE EXPLAIN?
