I can't open a PDF on my Mac

I am trying to open files I have downloaded and they will not open. Specifically, I am trying to open up a pdf from a trusted source and it will not open. I get no messages or warnings

Are they in your Downloads folder? YES. IT LOOKS LIKE THEY WANT TO OPEN BUT THEY WON'T


Can you drag & drop the PDF on Preview's or Acrobat Reader;s icon? I TRIED DRAGGING AND DROPPING INTO THHE ACROBAT ICON AND NOTHING HAPPENED. I DON'T KNOW WHERE THE PREVIEW ICON IS…..


Do a Get Info on one, what rights are shown? I DON'T SEE ANYTHING REGARDING "RIGHTS" WHEN I GO TO "GET INFO". WILL YOU PLEASE EXPLAIN?
