Composing Emails using Mac Mail - Mini Taskbar

The operating system on my iMac is macOS Mojave Version 10.14.6 with two users.

When composing an email under user account no 1 a mini taskbar displays. However when composing an email under user account no 2 the mini taskbar does not display. The mini taskbar used to always display under both users, but suddenly it stopped displaying for user 2.

I have checked the settings under User Preferences and the Preference settings under Mail and they match for both users. I tried to customise the toolbar, but this only displays the main taskbar as shown in the attached image named Taskbar.

I have rebooted my Mac a number of times, but still the mini taskbar does not display.

Can someone please guide me in fixing this so the Mini Taskbar always displays when composing new messages.

The mini taskbar is also called the sidebar in the Mail app.

You can show or hide the sidebar by choosing View > Show Sidebar or View > Hide Sidebar from the menu bar, or by pressing Control-Command-S on your keyboard.

If the sidebar is hidden, you can also drag its separator bar to the right to make it visible again. The separator bar is a thin vertical line on the left edge of the Mail window.

The Format button in my application allows the following actions: Show Fonts, Show Colours, Lists, Style, Alignment, Indentation and Quote Level - as shown in the image below.

Also important to note there is no button for the Format Toolbar.

Please bear the following in mind:

  1. The operating system on my iMac is macOS Mojave Version 10.14.6
  2. The email version is 12.4
  3. This problem only appears for one user on my Mac and the Mini/Format tools bar displayed for every new message until recently
  4. Both the System and Email Preferences are identical for both users, yet this issue only exists for one user
  5. I have not upgraded my operating system and neither have I made any system setting changes just prior to this issue appearing

Regrettably D.I. Johnson's proposed solution does not assist.
