Mid 2009 Mac Book Pro
When reinstalling OS X El Capitan from disk utilities, after erasing, I get 403 errors after the eligibility step. I accept the licensing agreement and then choose my Macintosh hard drive, and finally sign in to the App Store. It request an authorization code, which I provide, and then it gives me a 403 error with for bidden when trying to access the server

For 10.6.x
Combo v1.1 (7/25/2011), 10.6.8 2013 Security Update 004, 2013-005 Java update (note Java is not current until Mac OS X 10.7.3 from Java.com, and requires losing compatiblity with Rosetta Then open Apple menu -> System Preferences -> Software Update to get the Mac App Store update (you might need to set the computer's date and time to some point in 2012.
For 10.7.x
10.7. 5 Combo, Supplemental to both Combo and Delta and 10.7.5 Security Update 2014-004 followed by 10.7. 5 Bash update.
For 10.8.x
10.8.5 Combo (supplemental update of October 3rd already included), 2015-006 Mountain Lion Security Update
For 10.9.x
10.9.5 combo and 2016- 004 Security update
For 10.10.x
10.10.5 Combo and Security Update 2017-003 Yosemite

No newer OS can be installed on your Mac without serious stability issues. Get a Snow Leopard retail or later installed system supported by your Mac on a hard drive to clone over if needed.

And does not say Upgrade, OEM, or Dropin.

Same here to me on my new Mac Pro 15, it request me to sign in and this is what it shows after 🤷♀️. Please how can I solve the this please
Same problem here. It's an old machine. Serial number search tells "Model mid 2009", purchased November 2009. I would need it for some testing issues, the old boy could still be useful if he could be put into a functioning state.
Has the required server infrastructure been switched off?

Sorry but I did not quite follow. Are you installing from a DVD? Or from a bootable USB drive? AFAIK that could be done off-line without signing in anywhere.
Did you install "Mac App Store Update for OS X El Capitan" after the initial install?
After my El Capitan install (Mac mini late 2009) from a bootable USB drive there were these updates (I have archived some updates but some are only available on-line):
