It would only be locked to AT&T if it had an AT&T installment plan. As long as you are using your Apple Card for financing it won’t be locked. https://www.att.com/deviceunlock/
Yes because it will be an unlocked device. As long as a carrier lock is not in place then it is free to be used with any eligible carrier that can support it. Check with the prepaid carrier you plan to use to make sure they can support it (should be able to)
