Using iCloud photos could drain my iPhone battery easily ?? Should I leave it turned on or turn it off??

That's your choice, but if you want to use iCloud for photos has to be toggled on, and no it doesn't drain the battery. Photos can fill up the iCloud space quickly so if you take many photos check it regularly
