if the Mac is in sleep mode, it starts up, and nothing happens, AMD won't start, if I let the mac to sleep, then on the second boot, AMD starts up, and it always does

I have dual graphics,
And, they are both inbuilt. The Radeon Pro 560X comes up when needed, and that need is decided by the MacBook/MacOS, as the need arises. I have Automatic graphics switching enabled. No problems whatsoever.
I heard some people's MacBooks have problems with internal dual graphics, so disabling the "Automatic graphics switching" would got rid of the problem(s) sometimes. I see you have an external GPU, and I don't know how MacOS takes care of that. I cannot find a 2020 13" MBP with dual graphics in the internet, to find out how that works.
:( that doesn't help .. again the same, mac fall to sleep mode and after pressing start button AMD doesn't start, must disconnect-connect thunderbolt cable (this way I have already damaged one port) or AC cable of AMD
I suppose it will start when needed by MacBook/MacOS. Have enabled Automatic Graphics Switching?
