I message said delivered then changed to delivered quietly “notify anyways”

I sent a message to a friend and it said “delivered quietly” at 8pm then switched to “delivered” at 11am the next day to then back to “delivered quietly” “notify anyways” later that night at 6pm. Does that mean they never read my message???

Why are my messages only saying delivered when I send a message out I have my notifications for receipts on and I checked another phone to make sure theirs was on too. I can’t figure out how to turn my receipts back on one day they just shut off and only said delivered on the bottom of the message
