Iphone 13 stuck during setup (transfer data from another iphone)

I m transferring data from an iphone 8 to an iphone 13.

I downloaded the last ios available on the iphone 8

I downloaded the last available ios on the iphone 13 (20 min)

Then it gets stucked while installing the software update.

I did not even reach the actual transfer of data.

Some additional comments:

• battery of phones is fully charged
• my internet connection is stable and fast
