App Icon turns white with grey gridlines

I cant open the app anymore, when I delete it, it shows that its still there in the app store, and when I delete and restard my Iphone 6s, the app reappears with the same white icon and grey gridlines, please help

my app store icon is deleted I cannot update any of my apps on my iPhone because the App Store icon is missing (deleted). And when I press to update the screen goes blank.

How do I delete a blank, unresponsive app icon on iPhone 17? I have a blank app, no title, just a white square with lines and circles (see below). Pressing and holding on the app doesn't bring up any menu therefore there is no option to delete the app. The only thing I can do is move it around. Is there any other way to delete the app?
